Ministers are in panic mode as President Bola Tinubu prepares to reshuffle his cabinet before his first anniversary in office.

May 29, 2024, will mark the first year of President Tinubu in office as Nigeria’s leader, and there are ongoing efforts to rejig the Federal Executive Council.

President Tinubu is set to flag off a three-step approach to assessing his Ministers and heads of Ministries, Departments, and Agencies (MDAs) ahead of his first year in office.

The aim is to provide a platform that will allow members of the public to make inputs about the ministers that will be retained and those that may be asked to go.

Credible sources at the Presidential Villa, Abuja, told BusinessDay on Monday that the President would launch the platform, enabling Nigerians to provide feedback on their assessment of each minister and their performance.

“This will be done at three different levels. First, you have members of the public who can through the platform, get relevant information on the President Bola Tinubu’s targets for each Ministry and through that give feedback on the performance of each Minister based on the targets provided,” the source said.


“The next stage will be evaluation carried out by the Policy Coordination office, and lastly, a group of Consultants will also give their assessments on the Ministers performance.

“So, these will be the basis for determining which Minister stays and those that will leave the cabinet because of poor performance,” the source added.


Bala-Usman had indicated that President Tinubu “will drop ministers who do not deliver on their mandates.


She had stated this at the opening of a technical retreat organised for delivery desk officers of federal ministries to train them on implementation of presidential priorities and ministerial deliverables in Uyo, the Akwa Ibom state capital.

“You must understand that as ministerial delivery desk officers, you are the engine room that will provide that feedback, constantly track ministerial progress, report challenges, and bottle to the CDCU,” she stated.

Mr President, you don't need a group of consultants to sack non performing CEOs you appointed. If they are not working towards your mandate, sack them. Don't outsource your responsibilities to one panel and English-speaking committees. It is a waste of time and money. It makes you look weak. Even GEJ you abused had the balls to sack and change Ministers. This is where I miss OBJ, action man. If you behave anyhow, you see anyhow. Yar Adua too, sharp sharp, by December Adenike Grange was shown the way out for non remittance of Health funds.

Tinubu will do it! He is really working on getting it right. All of them except Tunji ojo are performing below expectation, kyari(nnpc) if unable to get 2 refineries work within this year deserve parking.

Those in charge of power
Those in charge of solid mineral
Minister of finance
I doubt if the cbn supposed not to follow them.
Among others, those ones need to go or rejig

I modify an earlier intervention. As I know those in government are reading:

I propose to drop the following:

(1) Hanatu Musawa: she has not been able to find her feet since she was appointed. There is no clear policy direction.

(2) Lola Ade-John: she's been largely inactive.

(3) Bayo Adelabu: he seems like he thinks he was appointed as a placeholder towards contesting for 2027.

(4) Gboyega Oyetola: Minister no-show

(5) Lateef Fagbemi SAN: we have no clue what his plans are for the judiciary.

(6) Senator Geidam: he only made his first appearance last week. But the police has been trying.

(7) Uche Nnaji: I am sure many don't know his ministry.

(8 ) Dr Bosun Tijani (I don't know what the hell he is doing). The most basic thing for him to do is to get us a functional database. Let us get everyone captured by NIN. How can you plan without data?

(9) Minister of Education: he is confused.

(10) Doris Anite: the portfolio is bigger than her amd she makes blunders like committing Nigeria to an agreement allowing UK lawyers to practice in Nigeria as if we have no regulations for doing law. There is also no clear roadmap for local and international trade.

(11) The Minister of Transport needs to go for being absent-minded.

I'd also ask the president to advertize the jobs so that unknown members of the public and those in diaspora can apply and they should be screened. I'd ask the president to hire a reputable recruiting firm to grill nominees on their programmes and what they want to contribute to national development. This is necessary because the senate screening is clearly a joke. Let us change the way we recruit public servants and not leave things to politicians.


Questions we can ask:

(1) Identify the functional ways to address low food productivity nationwide that can produce results in two months.
(2) Assuming you are given portfolio xyz, what targets do you set for yourself for the next six months to two years?
(3) Let them study the party manifesto and explain how they'd implement the plans.
(4) What do you understand by the public procurement system and accounting?
(5) Write an essay on the development agenda you'd like to see working for the country. Identify the defects in your proposal.
(6) Then gather all of them in a room and give them case histories of Nigeria's current challenges. Give them 2 hours to brainstorm and 1 hour to put their thoughts together to advise the president.
Finally, let the ministers sign an undated resignation letter and let them know they'd be on probation for three months, and their continued stay in the cabinet would be tied to performance.

Imagine Hanatu Musawa clearly has no clue what to do with a big ministry. Imagine Lola Ade John going missing since her confirmation. Imagine Bayo Adelabu jumping from one party to another as if he thinks ministerial appointment is for fun.

Time for political compensation is over. By now, we should be seeing workings. Perhaps some of these ministers are inexperienced as shown in the case of Betta Edu. Maybe they'd be redeployed to agencies and more experienced hands are brought in.

Below is another intervention I made as to why some ministers are succeeding. Maybe other ministers can borrow this template and shine:

He set agenda for himself and simply executes. Wike did the same. Many ministers cannot set any agenda which explains why they are confused. Bosun Tijani needs to set milestones for himself and focus. Same as the guy in mines, steel, blue economy, creative economy and so on. It is a way to measure oneself and let people keep track.

For mines, we are yet to see his policy direction beyond going to look for investors and withdrawing licenses. This is how to fail. Call subject matter experts and develop a road map for the sector. Once people see you know where you are going, local businessmen will invest in the sector and embassies will tell their countries that opportunities abound in Nigeria.

If Tunji Ojo comes up with a plan to ask for investors to come and build and run prisons for example, they'd come.

Festus Keyamo too needs to get his acts together. Infact, all ministers should sit up. You don't have to know everything. You have to be knowledgeable enough to know that you don't know anything. Study the party manifesto, gather subject matter experts and organize a one-week agenda setting retreat with them. Once you have a clear policy direction, execution is not difficult. Look at Wike, wanting to carry out a staff audit in FCT. That is a plan to cut costs. For Bosun Tijani, energize NIPOST by engaging local people to purchase vehicles that should be doing haulage across the country. Just collect taxes. We have the market.
