They are lying that they are not generating revenue internally.
The reason why Lagos State budget is able to pay ex governor 's pensions and other frivolities is that,as there is federal government driver's licence,state government has it own drivers licence and permit that every drivers must apply for.
As there is federal taxes and levies,state government also imposed taxes both for state and local government.That is why business owners are complaining of multiple taxation.

That's the Fulani way of governance...create small enclaves in their backyard that could NOT sustain themselves on their own and do NOT provide anything but have to be solely supported with money from resources from Biafra land.

I agree with this, honestly.
Some states are just too large for their own good, while others are too small to function effectively as standalone states. For example, Lagos State; I don't understand who decided to carve it out of Ogun state with such a small land mass.
Additionally, some northern states are excessively large and could benefit from partitioning, while smaller states could be merged."

Even GDP is not a realistic measure. What really are the drivers of GDP in Nigeria? It is oil and gas which is less than 15% of the economy. SA has gdp lower than Nigeria but in terms of income per capita Nigeria no reach SA.

My questions in creating new state are;
Do we create new state based on land mass?
Do we create new state based on population?
Do we create new state based on IGR?
Do we create new state based on man know man MKM?

Please I need to be educated on this.

Alibaba should stick to comedy.

Creating more states actually facilitates and accelerates development. In the long run is better to have more states than less.
The problem is that the cost of governance is too high, if they can reduce the overlapping cost of Governance, having more states will accelerate developments in place that would have ordinarily been left blank.
In the US for example, there are so many counties and cities within a small area which has led to competitive development among these entities. It's a good thing in the long run but in the short run, it's expensive.
