In his defense, I will argue he asked a very intelligent question. Countries, businesses, and international organizations usually have specific terms relating to production, and the legal definition of those terms are usually different from their dictionary definitions.

For example, the US Federal Trade Commission is responsible for determining the conditions a product needs to meet to be considered "Made in the USA." So a product that is "made in the USA" may not qualify to be called such if it doesn't meet those conditions.

That applies to other countries too and different countries have different conditions.

"Production" in this context could mean a million things: Russia mined and refined the gold, Russia bought and refined the gold, Russia mined but did not refine the gold, Russia bought refined gold and finished it, Russia bought unrefined gold and refined it, and it goes on like that.

This submission is not related to this particular scenerio and it's incorrect to project such.
#Commodities may be qualified to be tagged "made" only if it underwent the "making" processes (ie putting together all items or materials that will eventually become the finshed item) but production in general terms is a the act of bringing something to bare, so also generation, therefore, an item/goods/product can be produce/generated and still not "made".. Eg, farm produce are parts of all nation productions including America, it doesn't mean orange for example is made in America since its produced there., Another eg is everywhere in America produces drinking water from drilled borehole, again it doesn't mean the water is American made. So my friend in essence, production is different from manufacturing. One can't be tag "made" exclusively.. when you guys want to comment on all post you see you're bound to make comments such as this.!!
