No they can't. Military has better tactics and are stronger, but their job isn't to interfare with anything civilian. If our police were raliable, there wouldn't be jungle justice or police handing over a suspect to the military. Trust me.

Tee up: Miss Grace Anita Paul v. The Chief of Army Staff, read it and educate yourself, meanwhile, this is a summary of that case:

The Court held that:
"The Nigerian Army lacks the power to arrest, investigate, and hold in custody, anyone who is not subject to the Armed Forces Act or any other military law."

The Police power to investigate comes under Sections 4 and 84 of the Police Act. The military has no such powers over civilians, the reason people are not in the streets protesting is because we know that the rule of law does not mean sh!t in 9ja.
