I see these explanations as mere excuses, particularly given the significant influence I believe Iran holds in the region. However, if they perceive themselves as lacking the capacity to confront Israel directly, then by all means, it would be prudent for them to proceed cautiously.

Although I agree that The potential for escalation is concerning, and Netanyahu's role in exacerbating tensions cannot be overlooked.

No response from Iran can be fairly termed a bad decision.
If they retaliate strongly, it's been a long time coming.
If they exercise restraint, it is a prudent move.

Dozens of Iranian scientists have been assassinated within and outside Iran.
Facilities within Iran have sustained damage from sabotage efforts.
Meanwhile, Russia continues to allow Israel operate freely in Syria.

If you're in Iran's shoes, regardless of the provocation, you will not be in a hurry to discard all of those sacrifices when you're so close to your long term goal.
Israel has been itching for a confrontation because they know Iran becomes untouchable after becoming a nuclear power.
How often does Israel strike Pakistan, even though it hosts a range of destabilizing forces in the region.
Israel will pull every trick in the book to goad Iran into a hot conflict so they can exact maximum damage on Iran, set them back several decades, and attempt regime change.
