please don't mind my grammar, I really need help on how to charge him to Court

I was defrauded by a surveyor a few months ago, I have known this surveyor 5 years ago. But the first time I will buy land from him.
and this land in particular is their family land and he was put in charge of selling it to buyers.
I got him arrested to pay back my money if the land was no more for sale. He kept on lying till I arrested him. Later I got to know he used my money to clear other people he owned.
I was unhappy because the police did not help the matter after I arrested him, we made an agreement at the police station but he did not pay still.
I need help on how can I charge him to court and what can I do
