It is a topic whether parents are responsible for their children`s behavior? I don`t think so.

Parents are fully responsible until their children reach adulthood. It is possibly controversial to what extent they are responsible once their children reach adulthood but prior to that, I think, that most people will agree that children and their behavior are the parents` responisibilty.

And you can't judge a child's character by merely looking at that child from the outside...
Before you conclude, listen to how the child was trained, and the attention the parents gave the child and the love/hate between the parents, and circumstances surrounding the child growing up then you can conclude ...

If a young adult man is caught stealing, you don't just conclude that he is a perpetual thief..
You might find out that he actually lacked parental care while growing up, and despite the fact that the parents were alive, it was streets that trained him...
So look well into an individual before passing judgement, for that person you call a tout because he is a dirty conductor might actually turn out to be a graduate of accounting...

Yes and No

Yes if the child is known to have been of questionable character but aided and abetted by his/her parents while still under their custody.

No if the child was well brought up to the knowledge and admiration of friends, family and neighborhood but he/she late decided to go haywire.
