First, the entire city doesn't have to be destroyed before one can termed it "destroyed." Much of the city was destroyed in the wake of the siege.

Ukrainian official claims stated that 95% of the city was destroyed.

UN findings stated that 90% of the buildings were damaged or destroyed.

In terms of the rebuilding, a lot has been done
at short notice considering that Russia is still actively at war. From residential buildings to railways, and a plan for a new airport next year, the rebuilding of Mariupol is on course, but it is still a work in progress
