I don't think there's any law to prevent the arrest of suspects inside the court premises. There are times that immediate arrest is ordered by court Judges so why contradict yourself by saying arrest cannot be effected inside court premises.

For as long as it is a lawful arrest and the suspects are not resisting arrest that's not taking place inside the courtroom, the DSS or security agencies officers can arrest without any physical restraint against the suspects.

They had the courtesy of introducing themselves to the Judge and informing him of their mission, instead of assisting them to persuade the suspect to cooperate, he is ordering DSS to wait for ever outside court to arrest such high security case suspects. Haba Judge
You should not carry out any arrest on court premises. I don't understand how you can justify this? It disrupts court proceedings and is contempt of court. DSS should have chosen the least intrusive option to effect the arrest outside the court. Your operatives can be posted to cover exit and entry points and arrest once their suspects are done at court.
