You go through the process, your name, phone number security checks etc. You are even issued a ticket and seat number but the ticket will be stamped free.

Thank you for the education. After reading your explanation, we are saying the same thing. Anyone will enter the train, after collecting the details from them and stamping the ticket free. It is open to abuse when it is free. It is also taxpayers money funding the 'free' rides so how do we maintain it By the time government wants to put fees on it, people are used to freebies they don't want to pay again. If it was a form of subsidy to certain people, that will even make more sense but free, who no like free thing?
