It's possible God hardened his mind not to repent to punish him at the end. The wicked shall not go unpunished. How many crimes have been reported , investigated and prosecuted in Nigeria? Even the Clifford orji you are talking of , how did the case go? Who were his clients , victims and all.
there is no society without criminals , but the authorities desire to bring the criminals to justice or at least try in good faith is all that matters.

When it comes to administering justice, investigating crime, preventing and response to crimes. Nigeria is no where.
