In April, I went to withdraw ALL my funds from HB. Even at that, maximum withdrawal per day was 20k. Withdrawal from a current account could only be done by filling a cheque.

Dude we know this, but there are exceptions to rules. Especially when you are in dire economic straits. The US did it for depositors of Lehman brothers during the 2008 global financial meltdown and also for clients of AIG. It is not difficult to do that
