It's not trash but the obvious truth!
The writer didn't speak own mind. He wrote the obvious constitutional requirements for state creation as stated in the Constitution guiding our existence as a country today. It is a reminder that for any state to be created today these constitutional requirements must be fulfilled. It is not as easy as changing our national anthem overnight some of us have been citing as example.

Simply amend the constitution then create the states.

(a) a request for the boundary adjustment, supported by two-thirds majority of members (representing the area demanding and the area affected by the boundary adjustment) in each of the following, namely- 

(i) the Senate and the House of Representatives, 

(ii) the House of Assembly in respect of the area, and 

(iii) the local government councils in respect of the area. is received by the National Assembly; and 

(b) a proposal for the boundary adjustment is approved by - 

(i) a simple majority of members of each House of the National Assembly, and 

(ii) a simple majority of members of the House of Assembly in respect of the area concerned

What is needed is simply a political will. To circumvent the arduous process, the president can, through the National Assembly, change that constitutional section and simplify the whole process.

To amend any constitutional provision including that for state creation, still requires two-thirds majority of the state houses of assembly, ie, at least 24 states.
That is an uphill battle because many state governors prefer the law to stay as it is because they don't want their states broken up, especially while they are in office. A good example is the constitutional amendment during immediate past admin when local government autonomy was passed in the National Assembly but failed to get up to 24 states approval and so couldn't be passed into law, but other provisions like authorizing states to administer electricity, build and administer prisons and railways were able to get up to 24 states approval and so became constitutional.
