I believe you are a business man, because if you've ever worked in a formal organization, you will know that such decisions must get approval from your boss which in this case is the governor

Unless the Fed govt doesn't have interest in the situation..then the cp can just be carrying out directives of the governor....when it comes to Police or army.. infact anything arm forces...the Fed govt supercedes.
