If only this could truly be achieved. It's only possible without the involvement of the Perm Sec, Heads of Agencies, Services and Departments. The President and HOS can not come down to do it. Nigerian really have their ways to frustrate any system no matter how effective it's designed to be. The worst part is that it's still those abroad that have better chances of promotion and advancement because they have better money to bribe from. At the end, if their abroad endeavours does not work or could not longer sustain them there, they will want to come back and lord over people that actually gave their all to progress the system. |

Kobojunkie:I was in exact situation I made example of earlier .Officials of FRSC caught me not on seat belt and were expecting me to bribe them till I got angry and told them I will rather prefer to pay into govt account than giving someone money. The US u are talking about got a working system which isn't available here in Nigeria. Like someone I know Japa and had the gut to come back and do promotion exercise just because she got an uncle who is a senior official of the finance dept of where she works.You are also seeing other cases people spoke about as to even some top connected officials helping them and u want to tell me Nigeria isn't complex.IPPIS If allowed to work well with few verification most of them will be screened out but some people in IPPIS are also culprit along side those head of parastatal the president spoke about he will punish for allowing such to continue under there watch. Nigeria is a complex because many of it's citizens are not ready to play by the rule. |

I have always said that the most corrupt entity in this kantry is the civil service. You will go to an office that's supposed to have like 6 Civil servants, only two will be functional, the rest are abroad doing Masters or has japaed ,, yet they will be collecting steady salaries while the two left wouldn't work or sign papers unless they are bribed.
