It isn't a complex country. The reason why people from your state of residence, for example, are refusing to fall in line happens to be because the majority of people in that constituency are not carrying out their civic duties regularly. The average Nigerian is convinced that it starts and ends with voting during political elections but they know absolutely nothing of their duties as citizens. If individuals would do their own share as a collection both at the local, state and national levels, you would find that Nigeria is in no way more complex than the U.S.

■ I was in exact situation I made example of earlier. Officials of FRSC caught me not on seat belt and were expecting me to bribe them till I got angry and told them I will rather prefer to pay into govt account than giving someone money. The US u are talking about got a working system which isn't available here in Nigeria.
■ Like someone I know Japa and had the gut to come back and do promotion exercise just because she got an uncle who is a senior official of the finance dept of where she works. You are also seeing other cases people spoke about as to even some top connected officials helping them and u want to tell me Nigeria isn't complex. IPPIS If allowed to work well with few verification most of them will be screened out but some people in IPPIS are also culprit along side those head of parastatal the president spoke about he will punish for allowing such to continue under there watch.
Nigeria is a complex because many of it's citizens are not ready to play by the rule.

1. You paid a fine into a government account rather than pay a bribe. But that is the same thing people in the U.S. do. We choose to do the right thing — our civic duty— rather than pay bribes to the corrupt elements out there. That is how people make the system work here. It's the very same thing.

2. What you are saying has nothing to do with the issue here which is that Nigerian isn't simply more complex than the U.S. Nigerians on mass do not carry out their civic responsibilities en masse and that is the reason why Nigeria is the way it is. Try very hard to make sure you have a good grasp of what this means before you respond. It isn't more complex at all. It is merely the fact that corruption is embraced and upheld by the majority above the Law.

Mr. President, when it comes to common man they must be fished out and be punished for any fraud committed. But when it comes to subsidy scam, they are untouchable, it is common man that must be punished for fraud committed by our elites and politicians instead of fishing them out and be punished, we have the statement; subsidy gone. Let it be known to the wicked Nigeria politicians that they all laughing at the masses calamity of hunger and suffering now, while they are living extravagant life, Nigerians masses are going to laugh over them at last, for an adage says he who laugh last laugh best, a day of accountability from God is on the way for them.

Not to say good leadership is not going to help but good people is a sure solution.

It is not people. It is a system that makes people fall in line. If not for laws and institutions in the US do you think they will not be corrupt? Take for instance a wrong parking can cost you 300usd. The point is after you pay once .. lol you will start behaving. We need a system that ensures appropriate consequences for all not selective.

What you describe isn't a complex system or situation. Instead what you point out is one of the downsides to a rule by the majority aka democracy. In the Nigerian case, the majority are corrupt and they rule. Nothing complex about that at all.
