You underestimate the level of influence and command Buhari alone has in the North. Buhari has more than 1 vote in the north. All he has to do is tell them to vote this person and many will follow. An average northerner respect and revere their leaders especially one they admire a lot.

Throwing it open will be his greatest undoing at this point. While both SS and SE will immensely benefit from it alongside with SW, the South is so divided that it will be difficult to get it done through referendum
