She carrying a pot of hot boiling water can definitely be perceived as a weapon & attempt to attack the officer with it. He saw her as a threat, plus she told him: "I rebuke you in the name of Jesus." Definitely, she sounded unstable & a threat to him. Fact, racism is real, but at the same time, doing what is right at the right time is also very important.
