Blame the girl's mother. A mother should know when there are changes in her daughter's body having passed through pregnancy. If she had given her motherly advice, she wouldn't go about opening legs for just anybody. One look my dad will give me, he would easily sense when I'm in trouble. The wave of single motherhood is another angle to look at. When a man is not at home or is not involved at the early age of a girl child, she will likely grow up to be a disaster to herself and the society just like the evil girl that dumped the innocent child in a manhole. I wish the authorities can use DNA to track her so she can rot in jail for this.
