If they have to announce to the whole world that he won x amount in a lottery, then the system is already rigged against him and I think it is unfair.

I wouldn't want that type of rubbish money. So every fool around me would know that I have xyz amount in cash. Imagine the untold pressures, requests, "chooking eye', expectations, envy, etc both from within your inner circle of family and friends, and from the broader society. Many wouldn't survive this.

Things would be very different if no one knows anything about how you made money or exactly how much money you have.
