Dangote refinery, NUPRC trade words over crude oil allocation

By Dare Olawin

The PUNCH reports that the Dangote Group on Thursday, accused the NUPRC of failing to enforce the Domestic Crude Supply Obligations.

Reacting, the NUPRC debunked the claim on Friday, stating that it facilitated the supply of over 29 million barrels of crude oil to Dangote Refinery from January to June 2024.

However, in a swift response, the Dangote Refinery said it did not receive any 29mb of crude.

The NUPRC on Friday, explained that as part of its commitment to ensure the enforcement of Section 109 of the Petroleum Industry Act, 2021, nine refineries have benefitted from the 32,088,122 barrels of crude as Dangote alone enjoyed 29,047,098 barrels out of the total supply between January to June 2024,” NUPRC added.

Meanwhile, the management of the Dangote Petroleum Refinery maintained that refineries in Nigeria should be allowed to buy crude directly from the companies that produce it in Nigeria rather than from international middlemen, as enshrined in the PIA.

Spokesperson for the Dangote Group, Anthony Chiejina, said Friday night, “We are in receipt of NUPRC’s statement that they have facilitated the allocation of 29 million barrels of crude oil to the Dangote Petroleum Refinery and Petrochemicals in January to June 2024, we would like to thank them for this allocation but at the same time, we wish to let them know that we are yet to receive these cargoes. . All the refinery is asking for is for refineries in Nigeria to buy crude directly from the companies that produce it in Nigeria rather than from international middlemen.

The PUNCH recalls that the management of the Dangote Group had alleged that the IOCs were still frustrating crude supply to the 650,000-capacity refinery.

The group alleged that the IOCs insisted on selling crude oil to its refinery through their foreign agents, saying the local price of crude will continue to increase because the trading arms offer cargoes at $2 to $4 per barrel, above NUPRC’s official price. They also alleged that the foreign oil producers seem to be prioritising Asian countries in selling the crude they produce in Nigeria.

Earlier, the President of the Dangote Group, Aliko Dangote, denied the monopoly allegation, wondering how he could be a monopoly when the Nigerian National Petroleum Company Limited is renovating government-owned refineries with $4bn.

This is what happens when you put your trust in the system.

Dangote is doing his best to keep things moving, but the delays are just too much. We need to rally behind him and push for better coordination.

We can't keep stalling progress because of bureaucracy. Let's get it together!

Dangote is just trying to ensure a fair playing field for all refineries in Nigeria. It's high time we cut out the middlemen and empower local production. Let’s hope the NUPRC can resolve this quickly for the benefit of the nation.

Re: We Are Yet To Receive To Receive The Crude NUPRC Have Facilitated - Dangote by Kelklein(m):
Nigeria is a wild place.

For those that don't understand, let me try to paraphrase what is going on..

Instead of NNPC to sell crude oil to Dangote directly to refine in his new refinery, they sell to the IOC (International Oil Companies) who in turn add like $4 or $5 and resell to Dangote.

Instead of NNPC to allow our local refineries to work, allocate crude to the refineries, refine and sell locally.. save forex, create employment, ensure local supply of fuel and other petroleum components. No, NNPC sells and ships crude to Malta both legally and illegally, blends in Malta and buys back in Dollars and sells locally and collects subsidy on the sales..

Just unimaginable.. how the Nigerian masses are the ones made to bear the brunt of all these maladministration. Nigerians have been queuing endlessly for fuel for the past one+ year consistently.

It is good that Dangote is talking and making things transparent.
I hope he doesn't get tired and frustrated. I know how frustrating it can be working with the rogues in NNPC.
See how they are saying "he enjoyed" the cargoes, as if they are not getting paid for it.

Dangote needs to look beyond Nigeria and buy/sell to international buyers. If left to NNPC people, they will frustrate him week after week till he gives up.
I just hope Nigerians will not cry foul later.

We produce oil. We resell to foreigners and middlemen. They refine and we buy it back at a high cost.

Our local man sets a refinery in Nigeria. He refuses to buy from middlemen. Now, they want to end him for refusing to buy the same oil produced in his country from foreign middlemen.

Why? Because, allegedly, the middlemen are owned by the most corrupt politician in Nigeria.
