At this point, not such a bad idea but the Government and so-called cartel members would rather hoard it all for themselves and then continue to concoct all sorts of lies to feed the people with. If the government had allow these small shop refineries, they would probably have been able to improve and increase production to the point of offsetting import suppliesundecided

so that shows shutting them down is just a first aid solution,I remembered Mr Peter obi outline his plan for those illegal refiners,he said he will legalize it,give them license,sell crude oil to them at subsidized rate,monitor the quality and safety equipments, collect taxes, and encourage local tech institution to fabricate local turnkey refiners that will be safe and efficient.
Instead of engaging in a battle of attrition you cannot win is this plan mot better,it will reduce drastically oil theft create jobs directly and indirectly,protect the environment,reduce tension in the area,provide an alternative competition to NMzpC so they will buckle up and the masses will have cheap fuel and diesel,most times crude ideas and simple plans work flawlessly because there is less chance of anything going wrong

Those illicit refineries do not meet environmental, health and safety standards.

The cheapest refinery will require $ 10 million and must meet regulatory and safety standards.
