I think the Hisbah should confiscate and fine the culprits heavily then handover the bottles to NAFDAC if is still in line with Islamic laws guiding the Hisbah operations.

To destroy such huge number of bottles itself costs a lot of money so this argument is weak since they are equally expending resources to destroy the bottles.

Beer is considered haram in the state. If you are not looking for trouble, go sell your beer in other states. The punishment is expected to have been taken from the Islamic books. Giving it to NAFDAC is a way for NAFDAC to use regulatory powers to further sanction those manufacturers shipping their beers to a Sharia state. It's irresponsible and the law breakers deserve greater deterrent. Sell your beer elsewhere for God's sake. Haba.
Nigeria is a federation. There is nothing like a sharia state.

Kano has 44 LGAs. It's very expensive to cover by Hisbah. I am sure the enforcement of other laws apart from bottles breaking needs attention. I believe that many of us are not knowledgeable about the Sharia law. The breaking of the bottles may have been the recommendation from the Islamic rulings. Giving to NAFDAC will still be considered based on Islamic law books. It's not even an absolute alternative to breaking the bottles. The Islamic Law authorities and experts will advise accordingly.
Exactly. That's the point - law enforcement is grossly underfunded in Kano, like the rest of Nigeria. That is why wasting (and remember the subject matter here is waste) scarce resources on breaking bottles is merely compounding the problem and can't be rationalized from an economic perspective.

Then businesses into sales of alcohol should relocate and the government in turn should stop sending proceeds of alcohol taxes to them since they don't like alcohol

It's totally hypocritical for the North to be destroying beers when we know they take it in their closet.
I don't know who they're trying to deceive into thinking they're holy. I mean, the far North is a cesspit of everything bad. From substance abuse, to alcoholism. From prostitution to child marriage. Add the fact that the core North is home to a number of insurgent groups.
Ever since the introduction of shariah law, everything has begun to go down the drain over there.

Infact, insignificant number is what I should have said. In kano for instance, if you go to sabon gari which is the only place beer is sold in the whole of kano state, how many of them do you see there compared to the population of kano state? If reasonable number take alcohol in kano state, I doubt the size of sabon gari can contain the population.
