■ CBN has some level of autonomy. For example CBN is the only agency that it's budget is not subjected to NASS oversight and parliamentary scrutiny. However, a it's accounts can be audited from a pronouncement of the parliament as the case may arise. In this particular case, CBN grossly violates its own rule especially in area of lending money to individual without disclosing to the details of the transaction. Thats enough ground for NASS to initiate a probe into CBN dealings with Dangote's Company

(b) maintain external reserves to safeguard the international value
