Lagos was a giant garbage dump/slum, particularly during the Tinubu and early Fashola days. There are still large slums scattered about the state, particularly around the city.

I don't remember that to have been the case in the 80s and early 90s when I grew up in that state though.

Sadly the military govt at that time did not invest in any infrastructure development of Lagos state or any other state and the nation as a whole.
So it turn into a slum rapidly. My Humble 2 cents.
