…and there was no airport staff to check the boarding pass?

How did such an amount get checked in without the owner declaring it?

This is a common occurrence. I remember my flat mate once picked a wrong luggage at the Manchester airport and only got to realise upon getting home. Same thing happened with someone else that I know last week.

You have a valid point on such amount being checked in.

It is not possible.
1. Name tag on bags. So you look for your bags with your name tag.

2. Tags are issued in duplicates. Before you leave the airport, security check tag with you to see if it is the same as the one on the bag.

A friend took somebody's luggage by mistake at Toronto YYZ airport, he got a call from the airport before opening the bag at home.
