There was no talk of fuel subsidy but Abacha sold fuel at about N16 / litre and still used the price increase of N2/litre to set up the PTF which was used to enhance the countries infrastructure.

That is a military government, and he was right to arrest people who were trying to overturn his regime, it is how military government operate.
