Who should bear it? It depends. If the sales person received fake naira notes, then the fault is absolutely with the sales person. If it was a fake transfer, then the sales person would be at fault only if she was supposed to receive the bank alert or if he/she breached some established policy to accept and approve the payment. For example, was there an established system to not receive transfers over a certain amount, or was there a policy to call and confirm payments before releasing goods?

I think the punishment should be managed within the context of existing policies, but of course this is Nigeria. Anything goes. It is all about the survival of the richest/strongest.
