Azazel is the name of a mountain in Judean rugged region and it's regarded by ancient Israelites as a desolate place.
In Hebrew language Azazel mean scapegoat and the 2nd goat is set off to desolation as a scapegoat (Azazel.)

No bro. Azazel in the book of Leviticus was referring to scapegoat. In those days, the Jews refers to any stubborn person as Azazel. You will noticed from that part you're referring to, one goat was killed, and the other was kept alive to be sent into the desert. They refer to that as Azazel
