The decree completely unified and automatically abolished the autonomy of the regions. The regions became centralised under a unified system headed by a Supreme Commander Head of State. All regional governments became his appointees whom he could hire and fire at his whims. I don't even understand how any rational being with a modicum of English comprehension could even attempt to debate this but then knowing the OP Gidgiddy and his mischief, nothing is beyond him in his agenda to prove Ibo supremacy and shift blame to others.
