That's the point of the alliance to ensure no nation is greater than another. Since Ukraine broke out from Russia, Putin has never accepted them as a nation on it's own. You attacked them before and asked them to deweapon their military ik why you think Ukraine is dependent on the West for weapons? It's cuz Russia made them hand over their arsenal and nuclear weapons on the grounds that Russia will protect them. But same Russia turned out to bully them knowing they are stranded.
