Some of those places their soil no dey retain/soak water na either stony or sandy and high amount of rainfall in a short time can cause this type of flooding

It is normal protocol to place an officer on administrative leave when an incident, especially of this magnitude is being investigated. However, I expect him to be back. He may be sent on training as part of his return which is also not out of place.
