Good information can be sometimes used for mischievous purposes.

BudgIT has provided the facts, but did not provide a good background for the facts presented.

It is a known practice for constituency projects to be embedded into the budgets of MDAs. The respective MDA is expected to contract out and oversee the implementation of the constituency project within the timeframe and voted amount as provided for in the budget.

This method was adopted to ensure that constituency allowance for projects are not paid directly to lawmakers due to issues of mismanagement and/or corruption. The lawmaker is only responsible for identifying the project needed after due consultation with his or her constituents. Lawmaker is also expected to confirm that the constituency project was carried out.

If you check the budget of different MDAs you will see voted amounts for constituency projects embedded on them. This has been the practice since the OBJ era.

Let's be guided please.
Even if it will be embedded, must the money meant for Street light, Healthcare facilities, schools among others for some States in the North, South South be embedded in Cocoa Institute in Oyo State?

Don't such States have MDA closer to them for project execution?

Also, after due Consultation, the last thing for the money allocated for such project is to found itself in the account of another State's MDA.

Please present it better to make more sense.

Judge hands out prison time in Enron barge scam

Ex-Enron, Merrill execs sentenced. A repentant Boyle gets nearly four years for his involvement in barge scandal

May 13, 2005

Former Enron executive Dan Boyle was sentenced to nearly four years in prison Thursday, while Robert Furst and William Fuhs, both former Merrill Lynch bankers, received more than three years — all for their roles in the Enron Nigerian barge scam.

Boyle, sentenced to three years and 10 months in prison and fined $320,000, was the only one who appeared repentant about pushing through a sham sale of energy-generating barges to the bank so Enron could pump its earnings and bolster its stock price.

"I'm the only one responsible for my actions and omissions and for the pain I caused each and every person I affected," the Clear Lake resident told the judge. "I'm truly sorry."

Festus Keyamo Defends Tinubu From Drug Trafficking, Says Tinubu Mistakenly Shared Flats With Drug Lords

The Minister of State for Labour and Employment, Mr Festus Keyamo, has distanced the All Progressive Congress presidential candidata, Bola Tinubu, from being a drug baron who was involved in the traffic of narcotics in the United States.

Keyamo, who also doubles as APC Presidential Campaign spokesperson, noted that the former governor of Lagos State only shared a block of flat with drug barons about 30 years ago in the US.

His reaction is coming following documents of a Chicago District Court indicting and convicting Tinubu of drug dealings and money laundering in 1993.

The document which emerged online two days ago, described APC standard-bearer as a drug baron, adding that Tinubu entered a plea bargain, leading to the forfeiture of his assets to US authorities in 1993

It was also pointed out that Tinubu forfeited the sum of $460, 000 dollars in his bank account at First Heritage Bank to the US government.

Speaking on Wednesday on Channels TV, Mr Keyamo dismissed such claims, insisting that Tinubu was linked to drug peddlers who were his neighbours.

He said: “What happened was that Tinubu went to open an account. The address which he used in opening the account was the address used by these people. I think some blocks of flats. Maybe, he was happy to be in that block of flats too.

“So, they now link it that the other people they were investigating for narcotics are in the same address used by Asiwaju to open that account.’’

This is a very misleading report. The projects in question are constituency projects initiated by lawmakers from those constituencies. Lawmakers normally take their projects to any MDA of their choice and that has been the practice since the Obasanjo administration. Trying to make it about Lagos because Tinubu is from Lagos is simply misleading and disingenuous.

When it comes to constituency and zonal intervention projects, the number one agency in Nigeria is Federal Cooperative College, Orji River in Enugu state. In the 2024 capital budget alone, they have over N100Billion in constituency projects from different states up to the north. So, why is BUDGIT not writing about them?
Re: Cocoa Institute In Oyo Got ₦250M For Lagos Streetlights Project In 2024 - BudgIT by Focusmind: 12:42pm On Sep 12, 2024
As there is nothing to " research " on by the Cocoa Research Institute, the institute created another work for themselves. Some of these government agencies are not productive, contributing nothing and gulping scarce resources to maintain their respective boards and the executive management's affluent lifestyle.

Pick a budget and read my friend. That’s the practice since 1999. Check the budget of Federal Cooperative College, Orji River, Enugu state and see the over N100 billion budget for constituency projects alone. Cocoa research Ibadan is even very small in terms of allocation so I don’t understand why BIDGIT singled them out for this kind of misleading story.

so tell us why a research Institute in Oyo is handling constituency project in Lagos and Rivers?

if not for corruption, are there no resident MDAs in Lagos and Rivers for their indigent NASS members to use?

see below quotes from former Presidents on this issue as seen on Vanguard

Obasanjo, Buhari, Jonathan take positions

Obasanjo himself who started constituency project in 2023 once described it as nothing but corruption, saying, “You and I know what constituency project means, it is simply corruption.”

Former President Muhammadu Buhari echoed similar claim in 2019 when he said the impact of the trillions of Naira voted for constituency projects could hardly be seen in the lives of ordinary Nigerians.

On his part, former President Goodluck Jonathan had said “don’t put the goat where yam is because the goat will eat the yam” in apparent reference to corrupt acts dogging constituency projects.
