how many states or regions produce cocoa? before oil, cocoa was one of the mainstay of the Nigerian economy during the colonial period and early independence......"it was something the chicken was eating before corn came"

..you don quickly enter history.. grin grin

..how many states produce crude oil..because cocoa was used to finance Western Nigeria does not mean that it financed the Eastern region or Northern region..they had palmoil & groundnut pyramid respectively..you want to distort history to defend the emilokan parapo of Thief'nubu, his kinsmen & region.. grin grin

..let me ask you this question..the FEDERAL cocoa research institute in Ibadan..how much has it contributed in raising revenue for the geographical expression Nigeria since after oil was discovered..? grin

..See you rewriting history & deflecting from the corruption under the maladministration of your clueless corrupt messiah kinsman Thief'nubu..

Many Nigerians don't know shit. They just come online to talk anyhow.
I can comfortably tell us that of all the stated amount of money, the institute (CRIN) will collect no dime.
This is nothing but the handiwork of your various legistlooters. If the CEO does not cooperate, he/she is in soup and he will definitely have problem with his institution's legitimate budget.
These looters are so desperate and they will follow their money all the way from Abuja to it's location, collect it then disappear.
Many CEO in Nigeria are already in their net and there's invariably nothing they can do.
That was the same way they sent one CEO in IAR&T Ibadan (Prof. Ogunmodede) to prison because he was so gullible and played to their hands.

While we all condemn Tinubu (myself inclusive) let us remember that the real cankerworm and devourers of the Nigerian people are these various looters and if nothing is done.....then, we are all in hot soup!

That being the practice doesn't make it right.

so tell us why a research Institute in Oyo is handling constituency project in Lagos and Rivers?

if not for corruption, are there no resident MDAs in Lagos and Rivers for their indigent NASS members to use?

see below quotes from former Presidents on this issue as seen on Vanguard

Obasanjo, Buhari, Jonathan take positions

Obasanjo himself who started constituency project in 2023 once described it as nothing but corruption, saying, “You and I know what constituency project means, it is simply corruption.”

Former President Muhammadu Buhari echoed similar claim in 2019 when he said the impact of the trillions of Naira voted for constituency projects could hardly be seen in the lives of ordinary Nigerians.

On his part, former President Goodluck Jonathan had said “don’t put the goat where yam is because the goat will eat the yam” in apparent reference to corrupt acts dogging constituency projects.
Sadly, only the National Assembly has the power of appropriation. All former presidents have tried to fight them over it unsuccessfully. Except the constitution is changed, nothing can be done about it.

As regards your first question, it is the choice of the lawmakers to decide the MDA they want to execute their constituency and Zonal intervention projects. MDAS can’t do anything about it. They simply see this projects in their budget after it has been passed into law. Not implementing it means violating the Appropriation Act.

Thank you for your matured approach to this

We all know that the MDAs do not really handle any of these projects, they are merely conduit pipe for the NASS members to receive these funds while their Ogas gets a percentage as ' Thank you for doing business with us '

Good information can be sometimes used for mischievous purposes.

BudgIT has provided the facts, but did not provide a good background for the facts presented.

It is a known practice for constituency projects to be embedded into the budgets of MDAs. The respective MDA is expected to contract out and oversee the implementation of the constituency project within the timeframe and voted amount as provided for in the budget.

This method was adopted to ensure that constituency allowance for projects are not paid directly to lawmakers due to issues of mismanagement and/or corruption. The lawmaker is only responsible for identifying the project needed after due consultation with his or her constituents. Lawmaker is also expected to confirm that the constituency project was carried out.

If you check the budget of different MDAs you will see voted amounts for constituency projects embedded on them. This has been the practice since the OBJ era.

Let's be guided please.
CRIN is based in Oyo State, the "constituency projects" are in several states including Lagos, Rivers, Ondo. Are you saying legislators from those states are hiding costs for "constituency projects" in unrelated entities outside their jurisdiction? Why is providing solar lights in Festac not the job of the LASG?

The person who wrote the below know nothing about budgeting in public servicemor maybe he is also corrupt too and supports such rubbish

These costs are called discretionary allocations, which is what is usually allocated for other costs after both capital and non discretionary operating expenditures(salaries, overheads, projects, etc) have been taken care of.

Ideally, these discretionary expenditures are usally a small percentage(5-10 percent) of of the non discretionary expenditures tha are necessary to run the parastatal or agency

The question to ask first is what the the total non discretionary(necessary)budgetary expenditure approved for the Cocoa institute to the extent that its discretionary expenditure for social responsibility is 250m??

Surely, the institute can not be spending 25%(assuming it was allocated 1bn which i doubt becuase that institute is dead) of its budget on corporate social responsibilities and such an institute with little output can not be having more than a billion naira for its non discretionary spendings. A good auditor will pick this up easily.

SCAM!!! Government corruption!!!
