No they can't. Swedes are not dumb.

The money will probably be deposited to your account days after it is confirmed your flight have landed out of the Schengen zone.

Also, it will be given to migrants with immigration records in Sweden, eg failed asylum seekers, and even legal residents like the Muslims they hate to much.

The program is not available for temporary residents like those on student permit and work permit. Those kinds of permit are dead end and doesn't leads to permanent residency.

With this cash program, Sweden is targeting immigrants with long-term legal residency, even those with permanent one. They will cancel your peemit after you've left.

You cant just enter Sweden from let's say Finland, and tell them you want the money to go home. Them no go answer you.

I'm just pitting Africa country Nigeria particularly. You see the whole Europe and western world are rejecting immigrants and restructuring their country. But Africa leaders seems less concerned.
