Domestic crude oil refiners and officials at the Dangote Petroleum Refinery have kicked against the commencement of the importation of Premium Motor Spirit, popularly called petrol, by major oil marketers in Nigeria.

Oil refiners alleged that some imported fuels were of low quality when compared with the ones produced by the Dangote refinery, a position that was reiterated by officials of the $20bn Lekki-based plant.

The PUNCH exclusively reported on Wednesday that three major oil marketers were expecting vessels of imported petrol this week barring any unforeseen circumstances.

Dealers said about 141 million litres of PMS are being conveyed to Nigeria by oil vessels following the full deregulation of the downstream oil sector by the Federal Government.

They also noted that the recent hike in the pump prices of petrol produced by the Dangote refinery and released by the Nigerian National Petroleum Company Limited on Monday had allowed room for PMS imports.

Reacting to this on Thursday, officials at the Dangote refinery and the Crude Oil Refiners Association of Nigeria tackled the marketers, stressing that aside from the fact that the situation would increase the demand for United States dollars, the imported fuels were of low quality.

“These people (marketers) are importing dirty fuels that are toxic,” an impeccable source at the Dangote refinery who spoke to one of our correspondents in confidence, declared.

The source added. “They are importing substandard fuels and if allowed they will not stop importing such. We have more than enough, but these guys don’t want it. They want the game to continue, but the game will not continue.”

Another official at the plant stated that Nigerians should be concerned about the importation of substandard petroleum products into the country.

“You have to be concerned about the quality of the products they import. These are toxic fuels when you consider their blending process. All this is just to maximise profit,” the official stated.

Their positions were corroborated by the Publicity Secretary of CORAN, Eche Idoko, who alleged that some of the substandard fuels were blended in Malta or Togo.

He called for backward integration, saying some were afraid that Dangote would become a monopoly.

“The fear marketers are having is that Dangote will become a monopoly, but that has been taken care of by Dangote subscribing to our association. With the Petroleum Industry Act in place and all the agencies in play, there is no way that Dangote can become a monopoly.

“But for people who are used to a particular way, the fear of what the unknown holds keeps them back. I think that’s where a lot of marketers are now. They don’t know what to expect in this new regime and they are trying to struggle.

“So I would assure you this regime will pay them way better than the regime of importing petroleum products, where they sell to us, substandard products blended in Malta or Togo and imported into our country,” Idoko stated.

The domestic refiners’ association spokesperson condemned the continuous importation of fuel by marketers despite the coming on board of the Dangote refinery.

He said the focus at this time should be on how to export refined products instead of bringing substandard fuel into the country.

Idoko, however, recalled that some marketers who tried to import petroleum products could not do so after the removal of subsidies due to the foreign exchange crisis.

“For some people who are doing this import, at the end of the day, you import, and then you go back to CBN to give you ‘Form M’ to be able to access dollars. So, by importing, you are still not solving the problem because you still have to rely on dollars within Nigeria or use your naira to buy dollars from anywhere. And it will reduce the value of the naira. So you have not solved the problem.

“What enables the power of the currency is the level of its demand by other corresponding currencies. So, if you have dollars, francs, cefa, and other currencies chasing the naira because you want to buy a refined product of Nigeria, invariably, the value of the naira will appreciate,“ he explained.

Responding to concerns about the quality of imported fuels, the Nigerian Midstream and Downstream Petroleum Regulatory Authority declared that all imported PMS would be subjected to at least three major tests by the agency before being allowed for sale across the country.

Its spokesperson, George Ene-Ita, earlier said marketers with approved import licenses were free to import PMS, but stressed that the products must be subjected to three major tests by the agency.

“The products must be subjected to our testing protocols at the ports. The products must conform to stipulated standards before we authorise them to move the fuels to their terminals.

“Also, before the smaller vessels bring it further inland to Nigeria our people will fly to the place to see the product and carry out some tests to ensure the right specification is upheld.


“Tests are also done at the products’ origins. And when the products come in, before they are released to the market, further tests would be conducted to ensure that they meet the specifications,” he stated.

Greedy people.

The choice belongs to the citizens on who to purchase from and that it what competition is all about. We have been using the so called dirty fuel for uncountable years with no stories. Even Dangote himself was using the same dirty petrol until he started his own refiniery.

It is our choice who and where to buy from. It is also the business of the marketers where they source their foreign currency from.

Monopoly is always the name of the game for Dangote. Up till now he has been having this back and forth with NNPCL, deceiving themselves. Their fear is that petrol price might be cheaper and therefore eliminate their greedy profit.

There won't be any monopoly! Many other refineries are coming up for example the BUA refinery of 200,000bpd! Too many people are just jealous of Dangote!

This was how he was calling other cements inferior when he launched his 3X cement. Eventually, it was a all a ruse to wipe out competitors.

He wants Mobil, Total other International oil companies to be subservient to him. The nonsense he did to Lafarge, let him try it with those ones and he will see the results.

Nigeria gave Dangote unlimited FX lower than market rates to build that refinery. It is better that the refinery packs up instead of Nigerians to suffer from his unlimited greed.

If he's not careful, those ones will undercut him so bad that he will sell his refinery to those iron condemn boys.

Enough of this drama already ! 🤦‍♂️

As a final consumer I don’t give any 4cks about whether it’s imported PMS or locally refined PMS I use.

All we want is to be able to buy PMS at the cheapest rate without having to stay on queue for 5 hours.

If Tinubu had sense , he would’ve sacked this Kyari even before he sacked Emefiele . But then one is not surprised , Kyari is incompetent and so is Tinubu the minister for petroleum .

As for Dangote , we all know he’s looking for a monopoly with all these shalaye he’s doing up and down. He wants a monopoly that doesn’t look like monopoly in the outside but if u look deeply u will see that’s what he’s yearning for.

This talk of Good and bad fuel is dead on arrival Jor. Was Dangote not using the so called bad fuel for years in his business and personal life prior to the commencement of local refining? He should cut the bullshiit, we all know its monopoly he wants.

As for those who say he won’t be the only local refiner so there won’t be monopoly , you clearly don’t know enough about marketing. He’s the first entrant into the market and will be the market leader for years before any other local refiner goes live. He would’ve kept huge chunk of the market to himself so even when the market moves from monopoly to oligopoly , he will still be in a very advantaged position.

Dangote is wrong this. The monopolist wants to weep up sentiments again but this is dead on arrival.

We are not falling for this blackmail. If the inferior fuel has not damaged our engines after years of importation, then it's not about to change now.

Major marketers like Total, MRS, etc. will stop importing the day buying from you becomes less expensive. This is common sense.

How much they sell theirs in the coming days will let us know if both you and NNPC are reaping us.

Your company issues press statements everyday yet you still haven't published how much you sell your fuel till now.

What exactly are you hiding? Why is this too hard for you?

Dangote was using imported fuel for his thousands of trucks, there was no problem then.

Now that he has a refinery, the fuel is now bad. It's his cement playbook again no one is falling for it.

Fuel will keep being imported and nothing he can do about it. If he can't sell at a competitive price, that's his headache.

This fuel subsidy cabal are the worst saboteurs of the Nigerian Economy. They are greedy, unpatriotic and the most ruthless set of people ever born in Nigeria.
It's madness for the CBN to give any importer one dollar to import any petroleum product into Nigeria. It will totally bankrupt Nigeria.
We are already earning less dollars as a nation especially now that NNPCL has decided to start selling the crude oil to Dangote in naira,yet some very terrible criminals want to import more petrol into Nigeria.
These importers are very very greedy,some weeks ago they told us the land cost of petrol was1150,https://www.google.com/amp/s/businessday.ng/news/article/petrol-landing-cost-at-n1117-pressures-nnpcs-secret-subsidy/%3famp, check the above article,all of a sudden they want to start importing and selling for the same amount without making a profit.
Asiwaju must tell Nigerians where he belongs,is he on the side of these Terrible thieves called Marketers or he's on the side of Nigerians.

If Dangote don't want an importation of pms he should bring his price down and chase the pms importer.

Since your product is expensive Nigerians will go for a cheaper product regardless where the product is coming from.

This is how we allowed imported textiles to kill the textile industry in Nigeria. Today Millions of jobs have been lost, aside it has also contributed to the collapse of Naira.

So i guess people can now understand how terrible Dangote is for calling other people's petroleum as a low quality product we were here when Dangote was blaming for witch-hunt when his fuel was painted out of being high of Sulphur which can destroy engines, so Dangote you trying to monopolize the petrol industry won't work, we have been using imported fuel for a very long time now and it's not going to be today yet will start telling us that the imported fuel are bad, you can also import your fuel if there is international demand for it .

The imported PMS is of lowest quality allowed. I hope we know what we are doing as a country. This is how we killed the tyre industry in Nigeria that lead to the closures and exit of Michelin and Dunlop factories leading to losses of hundreds of thousands of jobs. How do we import what we can produce locally.

FGN should do the very right thing...they know at what rate they supply crude..so,they will know if he is actually selling at ridiculous price.
