I don't think that's possible. Even as corrupt as Nigeria is, you can't buy an academic PhD. You could however buy an honorary one.

The best graduating student in my department (mechanical engineering) and faculty during my set couldn't speak fluent English.

He graduated with 4.9 cgpa

He got 3 scholarship to do his masters in 3 different countries.
He is an iwo boy.
