Ojukwu's war criminal policy had a policy of looting banks across the Midwest and the then eastern Nigeria of all Nigerian Pound notes.

As at the close of 1968, there was hardly any Nigerian Pound notes in the hands of ordinary citizens in what was left of Biafra. Rather all the Nigerian Pound notes had been looted by Ojukwu and his war criminals . Ojukwu fled Biafra in a 12 seater private jet full of Nigerian Pound notes. Not one single person from his cabinet , family members , girlfriends or whatnot was on that plane with Ojukwu only him and his stolen Nigerian Pounds in the millions.

This was what neccesitated the change of currency and the barring of any individual with substantive amounts in exchanging Nigerian Pounds for the new Naira.
