Look at the dynamics of the battles in the North and south east/delta and u will know they are different.

In the North bandits who kill army soldiers also kill indigenes and burn down communities so how can the army still burn communities that are being attacked and burnt by bandits It obvious the communities are not part of the bandits but victims too.

In Delta and the South east the criminals collude or hide around these communities and perpetrate crimes against the state and killing army soldiers so who do u think the army will come for?
