I think you're missing the main point. The man said if an puts on a flimsy clothing and is raped, it's not considered rape in Islam cos she brought it on herself and the person that did it. Infact before Allah, she committed the worse atrocity.

The issue is about the dressing not the rape. In the North you talked about, ladies don't wear flimsy clothes, the Southerners over there who aren't Muslims advise themselves accordingly what to wear and what not to wear. There's a clear difference.
