Now That Petroleum Marketers Can Buy Directly From Refineries, What Will Happen to Pricing?

As part of the transition towards a deregulated market structure for Premium Motor Spirit (PMS), the federal government has authorised petroleum product marketers to purchase PMS directly from local refineries.

This was announced on Friday in a statement signed by Wale Edun, the Minister of Finance and Coordinating Minister of the Economy, and shared on the ministry’s page.

This new direct purchase model marks a departure from the previous arrangement where the Nigerian National Petroleum Corporation (NNPCL) was the only purchaser and distributor of PMS from the refineries.

As this direct purchasing mechanism will allow marketers to negotiate commercial terms directly with the refineries, the government says it will enable a more competitive market environment and a smoother supply chain for petroleum products.

“Local Production of PMS: With the commencement of local PMS production, the market is better equipped to support these direct transactions. This transition is expected to enhance efficiency in product availability and stabilise market conditions for the benefit of all Nigerians,” it stated.

Touted as an avenue to boost PMS product availability and stabilise market conditions for Nigerians, what impact will it have on the fuel price hike?

An energy consultant, who does not want to be named, told FIJ that the price of fuel is influenced by multiple factors, but it has nothing to do with the loading of fuel from refineries or direct purchases.

She hinted that in addition to the fundamentals of petrol production, the prices of petrol, diesel and other fuels are tied to international market prices.

There have been claims that the NNPC, as the sole purchaser and distributor of PMS added some cost before the fuel reached retailers. According to this energy consultant, the deregulation would essentially remove the NNPC as the middleman.

“By the complete deregulation, anybody can go and buy from Dangote. Anybody can import, and anybody can sell at the price they wish to sell. Until that happens, we will not know what will happen to prices whether they will go higher or lower, but most likely, this will have no effect because prices of fuel are not determined by who is giving it to you but by market prices,” she said.

Also speaking with FIJ, Bala Zakka, a public affairs expert and oil and gas analyst, criticised the current leaders as morally bankrupt and accused them of leading the country toward economic ruin.

He also disapproved of the deregulation, believing it has been poorly understood by its supporters.

“The kind of leaders we have today in Nigeria are morally bankrupt and are suffering from moral insolvency. If we continue with these kinds of leaders, they will lead Nigeria’s economy to economic Golgotha,” he said.

“They don’t even know the meaning of subsidy. They have politicised it. They are only talking about petrol. They are not even bothered about what happens to those who use kerosene and diesel, which is crippling everything about strategic industrial, commercial and domestic sectors.

“The fake economic praise singers who supported deregulation cannot differentiate it from privatisation and commercialisation.”

On Thursday, the Concerned Energy Consumers In Nigeria (CECIN) advocated for the full deregulation of the petroleum sector, stating that it would attract more foreign investors, end shortages of refined petroleum products and stop the smuggling of petroleum commodities to neighbouring countries.

The group said it would also protect customers’ rights, reduce monopoly and put price-fixing rules in place.

Regulating the price is mandatory for the marketers to follow..

But, will Dangote be sincere enough to not hike the price from his production to allow the marketers maintain a steady price?


And why can't we have different refineries in different regions to reduce the cost of fuel and the risk of transporting them.

IF DANGOTE WANTS TO HELP NIGERIAN. HE SHOULD JUST CLOSE EYES AND OPEN HIS MINI FILLING STATION DEPOT JUST AS NNPC HAS IN THE 36 STATES OF THE FEDERATION.

ATLEAST LET HIM MONOPOLIZE THE SECTOR IN GENERAL SINCE NIGERIAN GOVERNMENT AIN'T SERIOUS ABOUT STABILIZING AND REHABILITATING OUR REFINERY.

Since government isn't subsidizing any fuel products.. and we know crude on its own is a global commodity. Traded internationally ( you can browse and check the current price of brent crude).

And its affected by supply and demand with OPEC as a final deciding committee of price of OIL.

WHATEVER PRICE WE SEE AS NIGERIANS WE SHOULD JUST ACCEPT COS AT THE END OF THE DAY OUR GOVERNMENT HAS FAILED TO SECURE A STABLE REFINERY FOR THE COUNTRY OUT OF THE 4 REFINERY'S WE HAVE AS A NATION.

THEY FAILED TO SELL TO PRIVATE INVESTORS AND FAILED TO REVIVE THE REFINERY AFTER ALL PROMISES AND MONEY SPENT..NOT EVEN WATER CAN BE PRODUCED FROM THE REFINERY.

AS WE KNOW OIL PRICES ARE AFFECTED BY MIDDLE EAST WAR ETC.

AND THE COST OF REFINING CRUDE COMES INTO PLAY.

See ehn this petroleum sector is one sensitive area I don't want to go deep into because for the matter of fact is since NNPC don't have a refinery and don't want to make sure our refineries are working at the end of the day they still have some shady deals with dangote.


As long as they supply crude to dangote and have some debts to pay. They will determine the price dangote sells to Marketers and collect profit backend.

It still sad that we as a nation have 4 refineries that aren't working.. like its quite painful.

Dangote as a business man will sell solemnly for profit at the current market price... We shouldn't expect him to subsidies fuel price because he has staffa to pay salaries and. Refinery to maintain.


The whole crude oil saga still boils down to corruption. If we had at least 2 of our Nigerian owned refinery working it would have been a different case and ball game intirely but now that its one private owned REFINERY with a small hand of government inside we shouldn't expect any reduction of fuel price.


As of NNPC i don't know why they want to be standing as the backbone of petroleum products in Nigeria.

An institution that doesn't have a working REFINERY to start with.. they are no different from a common marketer that has a filling station.

They should stop interfering with petroleum products in the country and stand as a middle man.

For over 30yrs as an institution they can't keep a record or save up to revive our refinery.

They are the biggest thieves of all government institutions

You know how Nigeria is. Even buscuits and perishables like pepper in local markets come under the influence of the unions and associations.
NNPCL should have just expanded some more and sell at a competitive price instaed of trying to impose a price cap by being a monopoly middleman.

If federal govt is not having the intention to use the money that would be saved from the subsidy to build 6 refineries in the 6 geopolitical zones then they should rather returned the subsidy back

I don’t understand why people are expecting a reduction in pump price. Naira is $/1700 so ideally PMS should be selling around 1,500/liter without subsidy.

If your Jagaban had removed subsidy first and waited before floating naira, the highest PMS would sell for when naira was $/500 would be around N400/liter.

Your first class accountant was in a hurry to prove himself and act tough without appointing economic advisers to guide his policy so he did both at once. Enjoy your N1k+/liter in peace.
