There are campaign finance laws in the United States that limit the amount of money that a person can donate to a campaign. However, people develop all kinds of methods to get around the laws. They create political action committees (PAC) and donate via those committees, some CEOs encourage their workers to individually donate to a campaign, etc.

America (the organisation that runs the petition) is a political action committee that was set up by Mr Musk and others and he has pledged to donate $45 million a month to it.

Mr Musk is not directly donating to Donald Trump's campaign, instead, he is paying people to sign a petition. In his previous announcement he said that he will only pay people who refer voters, but in this announcement he has said that he will pay voters directly.
