Electricity Tariff: 85.2% of households in Nigeria are still on estimated billing – Report  

A new report by the National Bureau of Statistics (NBS) reveals that 85.2% of Nigerian households still rely on the estimated billing model for electricity tariffs.

The findings were published in the Nigeria Residential Energy Demand-Side Survey Report 2024 released by the Bureau on Wednesday.

According to the report, only 14.8% of households use the prepaid billing system during the period under review.

The survey, which focuses on nine states across the six geopolitical zones — Southwest, Southeast, South-south, Northwest, Northeast, and North-central — further indicates that households receive an average of 6.6 hours of electricity per day. This is significantly lower than the 20-hour target for Band A customers, who, according to regulators, account for 15% of electricity consumers.

Breakdown of the Report by States 

The report examines various states across Nigeria, including Oyo in the Southwest, Enugu in the Southeast, Bauchi in the Northeast, Kwara in the North-Central region, Akwa Ibom in the South-South, and Sokoto in the Northwest, among others.

A deeper state-level analysis of the estimated billing system highlights Bauchi State as having the highest proportion of users under this system, recording 97.9%.

Sokoto State follows closely with 97.3%, while Plateau State reported the lowest rate of reliance on estimated billing at 69.1%.

Conversely, the pre-paid billing system showed a different pattern. Plateau State had the highest adoption of prepaid meters, with 30.9% of consumers utilizing this system, followed by Oyo State at 27.6%.

Bauchi State, which predominantly uses the estimated billing system, recorded the lowest adoption of prepaid meters, with just 2.1% of its residents using them.

Monthly Expenditure on Electricity 

The report also provides insights into the average electricity expenses incurred by households across the country. On average, a household spends an estimated N4,155.8 per month on electricity.

Further analysis by state reveals that Enugu State reported the highest average monthly electricity expenditure at N7,319.4, followed by Plateau State at N6,153.6, while Bauchi State recorded the lowest with N2,647.7

Additionally, among households with access to solar electricity across the surveyed states, 90.9% utilized solar home systems, while 9.1% relied on solar mini-grids during the reference period.

What you should know 

Earlier in 2024, the Nigerian Electricity Regulatory Commission (NERC) instructed the 11 electricity distribution companies (DisCos) to set aside N275 billion for meter procurement from 2024 to 2027.

The Minister of Power, Bayo Adelabu, estimates that between 7 to 8 million customers nationwide remain unmetered.

In support, the World Bank introduced a $500 million metering program, allocating $155 million to provide meters for consumers and $345 million to assist DisCos in enhancing electricity supply.

Nairametrics previously reported that Adelabu confirmed the government has received part of the World Bank’s allocation, with 1.8 million meters en route to Nigeria to address the issue of estimated billing.

From this report, it shows that it is easier to see a bottle of beer in Islamic Bauchi than to see a prepaid meter
And we know what goes on when there's no prepaid meter. Arbitrary billing, extortion by disco officials, disconnection just for the sake of it and most importantly paying for power you never used. That's what 85% of Nigerians are going through in the hands of these DisCos.
Yet some people will be defending these clowns
Yet this does not stop them from asking residents to buy transformers and pay for repairs!!

I don't understand why FG will leave Nigerians in the hands of distribution companies to be defrauded and do nothing about it

BEDC in Benin will carry all this estimated billings and put it inside your new prepaid meter so you will start paying for what you did not use

When will this official scamming of Nigerians in the name of estimated billings stop?

This government is not just serious.
Power sector is one of the biggest sector that can generate good revenue for the government and bring about huge economic change and progress for Nigeria and Nigerians, but the government is just so senseless, careless and useless to utilise it.

MOST NIGERIANS USE ESTIMATED BILL METER, WHICH IS ANCIENT AND INACCURATE. A LOT OF THE MONEY DON'T EVEN GET TO THE RIGHT AUTHORITY AND SO MANY JUST BRIBE THEIR WAY THROUGH.

EVEN THE PREPAID METER IS WORSE.
- MOST CRIMINAL MINDED NIGERIANS DON'T REALLY PAY. THEY TAP AND DO ILLEGAL CONNECTION TO REDUCE COST AND THE CORRUPT OFFICIALS SOMETIMES GET INVOLVED IN HELPING OUT TO DO THOSE ILLEGAL CONNECTIONS.


Some people deliberately destroy their prepaid meters so they can have a justification to do direct and illegal connection.

Some of the prepaid meters are not also strong. When you complain to those officials to come and fix it, they will take ages or charge you ridiculous amount to fix it.

Most unfortunate is that, they hardly come around for routine checkups to see whose meter is working well and who has done illegal connection.
Even when they catch criminals that should be arrested and jailed for stealing electricity, they just accept bribe and look away.

I know a lot of people using prepaid meters but don't pay for electricity for many years now.

which component dey inside to warrant that high price?
that meter should not be more than 20k, the meter na android? abi u fit use opera mini on top am, does it work with Whatsapp and nairaland?

No installment plan or anything.

They expect struggling households to cough out that kind of cash at once.

They know that people using proper meter will be the end of their stealing. Bunch of crooks running that industry.

I think there should be a law that criminalizes estimated billing. Every household must be metered. It's the onus of the Discos to provide meters. If in the first three months, the Discos can't provide meters, power must be free to the consumers and any attempt to disconnect them unlawfully should result to fines and imprisonment. Power should be a constitutional right of all citizens. Until we come to that point, we will still be joking and riping the people off.

My mother in-laws place somewhere in Ogun state pays about 18k monthly and they get about 12 to 16hrs daily on estimated billing.....which in all honesty I think it's fair considering the new tariff.....she and her tenants!!

It is the duty of the providers to meter every users. Then make your returns from their subscription. But no, they would rather prefer estimated so that they can charge even for providing darkness.
