I chatted with a friend who works as a lab scientist for an NGO in one of the states with high HIV prevalence rate in Nigeria, and she told me about a colleague who works as an HIV and tuberculosis case finder. These case finders are paid based on the number of cases they identify.
The colleague advised her to mark all lab results as positive, regardless of the actual findings, and offered to pay her for supplying those results. She even mentioned that most of them go as far as contaminating HIV-negative samples with positive samples to inflate their numbers, and they often end up destroying the medications provided by the NGOs.

Now, my question is: Why would an NGO pay workers in a country as corrupt as ours based on the number of HIV cases they report and expect not to see millions of cases?

Anybody working in HIV/TB section of an health facility will know all your assertions can't be possible, because there is always room for follow up after HIV diagnosis, the person in question would be detected and sack if there are conflicting data.

Well, I'm not a healthcare professional, but I have more screenshots to backup my claims. I won't expose the name of the NGO she's working for though.

Likely true.
Heard this in on pharmacy like that last month.
The visiting nurse or medical personnel was telling the worker in the phamarcy how they have been hunting for a hiv positive sample and the intention is exactly what the op mentioned above so I don't doubt it at all at all.

i disagree with you bro!! Maybe this only happens in your friend's lab. Most times payments are made after attending seminars or hiv programs hosted in your facility. Not necessary by no of HIV + cases.
