Angels are unseen powerful beings, they are the ones ruling the earth after the fall of man in the garden of Eden and Satan is their head so the angel sent to Daniel was delayed by the angel in control of Persia because that's what fallen angels were struggling to do ever since they were disengaged in heaven.
