If you were very smart you will see that this list that was posted by the OP only points out to raising IGR to use to fund government If FAAC allocation stops. I have always posited that states that have low GDP and have high IGR are simply overtaxing and these people/ businesses are unable to breathe.

Let me clear you here. FAAC is simply allocations distributed to states for the governors to use and run their states. Now some states augment this with revenue from IGR some states have IGR larger than FAAC, but here's the twist IGR is not a function of the prosperity of a state. it is the GDP and a state with high GDP means you have people who can actually start and run businesses that will give the citizens more disposable income. Now states with low IGR doesn't mean they are poor in some cases it is prudent to even slow down on taxation to allow businesses grow.
it is a sad reality when you have states with low GDP and yet they have high IGR. That means they are being squeezed or overtaxed by the government.

I don't need your case studies. The North are killing themselves over mining sites,yet those are supposed to be government controlled resource.

When the state government realises that their survival depends on what they get either from revenue via tax or whatever natural resource they get from their backyard, believe me they focus on maximising their profit from it.
