This is what i told you the other time about the language used in Jesus' day Pontius Pilate asked the soldiers to write the inscription for anyone who knew Jesus to know why he must be executed since he (Pilate) can't figure out why the Jewish religious leaders insisted that Jesus must die.
So with the inscription Pilate won't have to face Caesar for the execution of an innocent man.
The Jewish religious leaders and other Jews are not familiar with Latin so it's after they knew the meaning that they ran back to Pilate to rewrite it but he told them what he wrote has been written.
Why?
If he did what they are demanding he would be in trouble because Jesus had no soldiers to fight for him neither did he declare himself King rather it's the Pharisees that schemed the accusations knowing fully well that the Messiah supposed to be King of the Jews and since Jesus is claiming to be the Messiah with all his actions then there is a reason to charge him for treason against Caesar.

Now to your question the writing was unknown to the Jews since it was written in Latin so it's the idea that Jesus of Nazareth was accused of claiming to be the king of the Jews that's in the minds of all.

So the point is made clear that Jesus was accused but the accusations was unjustified even though the Jewish religious leaders say he must be executed.

What was written on the cross was INRI. Was the Bible originally written in English? Different translators translated INRI in different way which all meant the same things but you're here being a nuisance.
