There's a clear difference. Putin and Russia is pivoting towards Eurasia and Asia for alliance and friendship. The big players in this continent are not members of ICC so they're not obliged to arrest him. So nothing go carry Putin go EU countries that are members of ICC. He will delegate such mission to Lavrov, Russian foreign minister.

While Israel is pro West, have key allies in the EU, Europe. All of them came out to announce they will arrest Benjamin Netanyahu if he visits.
