The Soviet Union was (theoretically) a voluntary union of sovereign soviet republics. As such, they voluntarily transferred their sovereignty partially to a central government but retained the power to withdraw it. This means that it was both a “country” and “a collection of countries”.

In practice though, the various republics did not have a real voice of their own, so for all intends and purposes it should be considered a united country.
