This is exactly what the Jehovah witness preaches when they say it’s only 144,000 people that will go to Heaven.

Now read the verse you quoted again..” The righteous shall dwell in the land forever but the wicked shall be cut off.”

It means that God will renew the face of the earth and return it to His initial plan which is paradise. God will cut off all the wicked people in the world and the people who keep His commandments will live forever on earth (paradise).

There is nothing like Hell fire where people will be tormented day and night. God will simply cut off ( second death) sinners from the face of the earth and make the earth a paradise where the righteous will dwell forever. The 144,000 people are the people who will be chosen from the 12 tribes of Israel and they will be part of Christ government when he will rule the paradise from Heaven.
