1) Major oil companies do not have meters at the point of loading Petroleum products into oil tankers. This has been the case since the end of the war. Do your checks. Every government that comes in makes some noise about making sure that thisnis put in place but refuses to do so. What this means is that when you hear that Nigeria produces 2 million barrels a day, actually what is happening is that the oil companies will load as much Petroleum products as they like into a big vessel and then declare the amount they feel to the government. Don't take my words for it. Google the Irekefe panel. That panel was in the early 80s and it also mentioned this problem. But nothing has been done

2) Nigeria is producing more oil than is being accounted for. Google that. Because of the post war contracts between Nigeria and those oil companies for supporting Nigeria during the war. There was a report some years back that said a West African nation produces almost double the amount oil and gas that are reported to the government.

3) Most oil bunkering activities are done by western oil companies in collaboration with the ruling elite. They can allow a vessel to come in and load as much oil as they want in order to have the country of origin help them do what they want. This is the way they bribe western countries. So if they allow any company close to the finish prime minister to come and load oil for free, you think the man won't play game?

4) Nigerias solid minerals are selling all over the world but the Nigerian government is not recording any serious income from those sells. Check about gold sells from Nigeria in Dubai. It is the same foreign operators. Some have gone as far as funding the insurgency in the north just to make more money from Nigerias solid minerals. Most Nigerians don't know that the insurgency in the north centers around areas with rich solid minerals.
